Form boards with singular priorites: board #1 -to form and exit strategy for Iraq and Afghanistan executable by December 2009. Board #2 -to study the top 10 universal healthcare systems in the world and build a model by the year 2010. Board #3-to schedule infrastructure work and implement plans by December 2009. Board#4-to design wind, wave and solar powered energy sources to begin implementation by December 2009. Board #5- to address secondary education cost reforms to be implemented by 2010.
