Fighting Terrorism

Fighting Terrorism is an emotive political slogan, similar to "fighting poverty", "fighting drug abuse", etc, And like "poverty" or "drug abuse", "terrorism" is a phenomenon, not an army which can be defeated, or a country which can be conquered by figting, or waging a military campaign.
