I believe that "the war on terror" should be police investigations and prosecutions by states.
"The war on terror" is not suitable for a military action.
The same goes for drug interdiction, the Fourth Fleet is being activated to police the Caribbean and "lend" aid to South Americans.
Our military isn't or wasn't trained for this kind of action which makes the military sorta stupid.
