Fight Terrorism as Ordinary Crime

Use normal investigation, interrogation, and jurisprudence methods. Treat terrorism like any other crime, solved based upon investigative work and anonymous tips. It worked in the Madrid Train bombings, it worked in the London bombings (even when one bomb was still ticking), it worked in the brits' fight against the IRA, and dozens of other places and times. No special forces, no special rules. Police have been catching terrorists for 800 years without any "extraordinary measures."
