Divided We Fall
The only way to fight terrorism is to stop thinking about it in terms of "nations" and tackle it as a fight against thugs. All nations (no matter what kind of government) must join together to fight these criminals. We cannot hold a government accountable for what its country's outlaws do... even if the outlaws turn out to be the country's leader(s). In that case, the world must still go after him/her as a criminal.
