Executive Order: No more torture, mistreatment, rendition of any detainee

The President should issue an unequivocal Executive Order: No prisoner or detainee of any department, agency or contracted entity shall be tortured or mistreated, physically, psychologically or otherwise, or turned over to any other country without verifiable guarantees. All personnel acting under US authority, whether armed service, intelligence or contractor are obliged to report any instances of prisoner mistreatment to an executive-level ombudperson empowered to conduct a full investigation
