ENFORCEMENT OF ADVOCACY

Where a constituency, at any level of government, can demonstrate an 'overwhelming' majority opinion, in the order of 67-75%, that constituency's representative should be obliged by law, to be advocate of and for that majority opinion, regardless if his/her own opinion on the issue in question.
