I don't think there is any real way to guarantee NO ONE in the world has nuclear weapons. But I think if there is a KNOWN country producing them we could simply NOT do any business with them and ask other countries to do the same. Nuclear power I think is a good thing for many countries. Hunting known terrorist groups has NOT produced good results in my opinion , and I think the media actually aids them with all the reporting.
