Atmost we can do is to protect the stockpiles of nuclear weapon systems, and materials that are use to produce these weapons. You CANNOT stop the proliferation of nuclear weapons, the knowledge to make them is out there{the tooth paste is out of the tube}. Security of these wesapons is the key for preventing the terrorist from using nuclear weapons.
Not only must we not create more nuclear weapons, we must rid the planet of the ones that exist. Unstable governments, and breaches of security could allow such weapons to fall into the hands of terrorists, to the detriment of all living beings. Just say "NO" to more nukes!
