Don't go to war unless you have a Declaration of War from Congress authorizing it (otherwise the war goes on forever). & Don't go to war unless the threat is IMMINENT. If it is, then ONLY go after the selected individuals involved.

On day one I would like to see the enactment of a realization that the US could regain its leadership position and status in the world for far less cost than invading a country or spending money on war.

Implement the Unified Security Budget (http://www.fpif.org/fpiftxt/4175) & Plan B 3.0 (http://www.earth-policy.org/Books/PB3/index.htm). Reaffirm Congress sole authority to declare war. Propose Biennial Budget for greater oversight. Repeal all in-effect executive orders over 1 year. Above all, apologize to UN & Iraq.
