closing polluting generation plants

Day one of the new presidency should include a meeting of the Presidents closest advisors to discuss how to turn the countries economy around by generating a new economic sector based on alternative/renewable energy production and distribution!

On day one the next President should require all new construction to have solar electricity generating panels and hot water, unless certified by a state engineer that the site is unsuitable for these. He should also require all electricity companies to buy excess power from these buildings at their mean or median cost whichever is higher. Electric companies that close polluting plants should get a rebate on the rates they pay for this power. Thank you Donald and diane Lahti
