The next president should immediately convene the Pentagon and the State Department to design and implement a plan to get all United States troops out of Iraq within eight months.

On Day One, the next president should abolish the Bureau of Public Affairs and Public Diplomacy in the State Department and replace it with a Bureau of Multi-American Affairs. This bureau would bring together leaders of civil society groups to help solve the specific challenges that America is seeking to address in world, such as climate change, post-conflict reconstruction, poverty alleviation, and public health.
