Initiate Regional Security and Diplomatic Efforts to Contain and Resolve Iraq’s Conflicts, Reshaping the Geopolitical Balance

The United States should begin intense regional and international efforts to contain, manage, and ultimately resolve each of Iraq's conflicts. We should build on the suggestions of the Iraq Study Group and the steps already taken by the Bush administration in the first half of 2007 to participate in regional security conferences in Baghdad and Egypt and hold bilateral discussions with Iran.

Take a very careful look at Iran

We now have a new opportunity with Iran. The next president should:

1. Open up talks with Iran WITHOUT any preconditions

2. Deal directly with the Iranian nuclear threat by proposing to create a multinational enrichment facility inside Iran that uses Iranian technology

3. Incorporate a very thorough inspection system of Iranian nuclear facilities

These initial nuclear talks allow us an opening to negotiate with the Iranians on the host of other issues that we've been neglecting
