The best way, I think, is to educate and meet the people's needs (like food for the hungry??) so that they will be much less inclined to join/support terrorists.

Terrorism seems mostly to be a problem in areas where there is poverty, hunger, the lack of appropriate educational facilities and a reliance instead on madrasas that teach hate along with the lessons in how to read and write, and joblessness. If we were to target the things that breed terrorism and work alongside other nations to remedy them, we would soon see goodwill replace the present fear and hate driven terrorism we so much fear.
