Economic incentives for a synergistic energy retrofit and climate change fix

Use economic incentives, not to suspend failing old-school automakers at the top of the industry but force a new path, retooling to clean cars. Make it competitive, so jobs can flow to new car makers if they've got the designs. If America props up failing institutions, new changes can not compete. See the new IEA World Energy Report, which links climate, peak oil AND global economics, using economics to leverage into smarter energy technology at .6% annually (at least). But no nukes.
