Create a Department of Peace with the goal of abolishing WMDs and reducing occupations and interventions to zero over the next decade. Since virtually the entire US government is supportive of militarism, the president should begin a tradition of having at least this one member of her cabinet who is a pacifist, i.e., a person passionately committed to the nonviolent resolution of conflicts. Dennis Kucinich, a champion of the Dept. of Peace, would make an excellent Secretary of Peace.
Increase the peace between nations by sharing. Declare a cease fire. World wide. Be it between countries or a local conflict. Enforce the peace with the power of incarcerating all - and I mean ALL - offenders. Crimes against humanity. Give them numbers and prosecute. If they are unrepentant, confiscate their worldly goods. To the last penny. Then they will find religion! Exchange their children. Send the Bush twins to the President of Iraq and vice versa. Give the confiscated goods to charity.
