The most cost effective solution to America's problems

The Next President should announce an Apollo Style Project to bring Either Tokamak or Polywell fusion reactor projects from current demonstration prototypes to commercial viability, and release the information via GPL. This reduces the carbon footprint of society as a whole, will provide an incentive to developing nations to cease environmentally destructive development, avoids nuclear fission proliferation and should generate global goodwill. Cost = a few b2 bombers, benefit = immeasurable.

Eliminating Global Poverty; Empowering the People

While strides have been made in fighting global poverty, we need to change our trade and fiscal policies toward developing countries, so that these countries really have a shot at reducing poverty & empowering civil society. The next president should also seriously work on canceling the debts of impoverished countries without harmful conditions. Much of this $$ was incurred by dictators or illegitimate regimes. In the end, it's the people in these countries who languish in poverty .
