I'm taking literally the challenge to suggest a "Day One" announcement for the President-elect. It's difficult to choose amid the demolition of the last 8 (or 28) years one pile of rubble over another, but that most directly in the brief of the president to rebuild is the rule of law: habeus corpus has been central to Anglo-American jurisprudence for 800 years: delegitimize the concept of "enemy combatant," empty Gitmo, and try those long-suffering prisoners in real law courts, precedent or no.

Executive order announcing the transfer of all Guantanamo Bay prisoners into civilian jails within 7 days, and either release or arrainment in civilian courts on charges pertaining to laws in force at the time of their arrest within 30 days. Seriously, they've been there for 7 years now, if the Government doesn't have enough evidence to give them a fair trial it never will.
