The current administration has greatly undermined scientists, at both the EPA and across the federal government, so it is very important for the next administration to restore the role and independence of science in decision-making.

Immediately establish a cabinet post for the environment and nominate a driven, experienced individual (Gore?) to that position. Convene a summit of international scientists and engineers to examine all existing and proposed technologies that might be used to combat global warming, and etermine which technologies are worth pursuing. Set an agenda for researching & implementing technologies, and promote that agenda through policy initiatives including grants, subsidies, and tax incentives.
