Prevention funding in public health has waned since the 1980s, and is one reason that Medcaid, Medicare, and charity care costs are so high across the board. By establishing an executive order to fund prevention, across all communities (and truly fund, not underfund or cut), long-term costs will be reduced extensively and our citizenry will truly be healthier.
Legislation is one thing, and politics are hard pressed to establish full civil equality for lesbian, gay, bisexual, and trasngender people. Instead, Obama can prove his commitment by establishing an LGBT Liaison position. This has been done extensively at municipal, county, and state governments across the country with much success, and would prove the true commitment, and allow for advocacy and a voice of the LGBT people to be heard. This position could work across agencies and be a domestic.
